Colour around the outline and keep the centre lighter — it’s a simple trick, but it really works. Then blend using small, circular strokes so everything softens nicely, and add a gentle shadow along the bottom edge to give them that puffy, floating volume.
For example, you can start with a very pale blue or light grey, then build up the darker tone only underneath. That way the cloud still feels bright, but it has shape too.
